The XIII Forum of the interregional cooperation of Kazakhstan and Russia were held in the “Palace of Independence” GCE on 4 October in Astana.  The Heads of the Republic of Kazakhstan and the Russia Federation – Nursultan Nazarbaev and Vladimir Putin took part in this forum. 

An impressive delegation, which included ministers, governors of the frontier regions, economists, entrepreneurs, businessmen whose names appear in the list of the Russian Forbes participated in this forum.   

The meetings in format of B2B or Business to Business have started to be held in the Palace from the beginning of the meeting. At the end of the meeting were signed up more than 30 bilateral agreements on the project of priority sectors of economics, such as food industry, chemistry, metallurgy, innovations, mechanical engineering, pharmacists, and production of construction materials.

On 21 November 2016 the VII congress of judges of the Republic of Kazakhstan with participation of the President of the country Nursultan Nazarbayev was held in the Palace of Independence, Astana. As well as Prime-Minister, State members, Deputies of the Parliament, Judges, Representatives of Legal Community, Mass Media and non-governmental organizations were invited to this event. There were only 600 delegates and guests of the Congress. Priorities for the further development, improvement of the judicial system and proceedings were comprehensively discussed at the Congress.

All the 100 steps should be implemented. I will not let any turns to the right or left. I’m telling this to all. All the bodies will be heard soon, what they have done, what they have achieved. However carrying out the program, the issues of improving the staff management of law-enforcement authorities are important. Nowadays staff selection system of law enforcement structures on the basis of the competence approach is advanced. Local police agency established and functioning, which reports to local authorities and local communities. Not so easy to get MIA to do it. So cling. Control the whole Kazakhstan from Astana, without giving anything to anyone. Even when distributed, they still continue to assign.  The reforms that I set out may proceed if chiefs are here in Astana, and others will do it themselves and be committed to this. If this will not happen, then we have to change them in order to finalize these reforms» – declared Nursultan Nazarbayev in his speech at the VII Congress of Judges of Kazakhstan.

Nursultan Nazarbayev reminded that public councils were created in order to ensure transparency of police, which involve complaints against police who violate ethical standards. “The point at issue is that police officer should become a friend of a person who needs help. People should trust the police. That’s what this is about. The web site “Map of criminal offenses” is now being operated, allowing the public to evaluate the effectiveness of police work”, – concluded the Leader of the nation.

November 27, 2016 a delegation which arrived to Astana within the framework of the international conference: “25 years of Independence of the Republic of Kazakhstan: Outcomes. Accomplishments. Vision for the Future” have visited the Palace of Independence Among the guests were not only representatives of parliamentarians, but also experts from Belarus, China, Kyrgyzstan, Latvia,   Poland, Russia, USA, Turkey and Finland.

During the visit, an excursion was organized for the guests. The Congress Hall was demonstrated, it was told about its functional features. Then they got acquainted with the cultural sites of the capital represented at the General Plan of Astana in the model hall of the Palace of Independence. Guests were encouraged current and future architectural projects of the capital. They emphasized an idea of direction development of the Millennium Alley, the large-scale planting of the capital. The experts have once again confirmed the high dynamics of development of the capital’s economy, which creates all the preconditions for the further expansion of its capacity, infrastructure, and socio-cultural development.

Having watched the 4D film about the legend of Baiterek, the main symbol of the capital, the delegates learned about the origins of the capital, with the significance of all the objects that provide not only the extremely picturesque, but also the ideological essence that comes from our history.

At the end of the tour, delegates expressed their gratitude for the guided tour and wished further success.

On 29 November 2016 in “the Palace of Independence” SGE was opened a new exhibition that is entitled “A nuclear –free world” of Kazakhstan’s artist and an activist of anti-nuclear movement Karipbek Kuyukov.

Karipbek Kuyukov is an honorable ambassador of the project “ATOM”. In spite of his destiny, the artist Kuyukov has been actively supported the adoption of a nuclear test ban and nuclear weapons.

The purpose of exhibition is to bring up the spiritual values, appeal to respect for nature, interest to the history and also an opportunity to strengthen connection of times and generations.

Painting his pictures, Karipbek Kuyukov once again reminds the world about tragic consequences of nuclear tests that he has been through and looked forward to building a nuclear weapon free world.

A photo exhibition titled “Chronicle of Independence – 25” of the “National Geographic Kazakhstan” was opened on November 20, 2016 in the Exhibition Hall of the Palace of Independence. The exhibition was dedicated to the 25 years Anniversary of Kazakhstan’s Independence.  

There were exposed more than 80 works of Kazakhstan and Foreign professional photographers of the National Geographic. Every presented works have been reflected major events, history and wealth of culture of Kazakhstan.

Photo exhibition covers the most important events for the 25 years of Independence of the Republic of Kazakhstan; a large emphasis was on the role of the President in the country and place of Kazakhstan’s achievements in the modern world. This is not only an excursion into the past, but also a link to the nearby spectacular events that the country will face in the near future. One of the major events will be holding the International Exhibition “EXPO-2017″, which is already under construction took its rightful place in the annals of independence.

The exhibition reminded visitors about the period of formation of Kazakhstan in the last quarter of a century in historical pictures.

This exhibition evokes in us patriotism, respect for nature, an interest in history and national sources of Kazakhstan.

The grand opening ceremony of  photo exhibition titled “Tauelsizdik tagylymi” (“Selections from history of Kazakhstan”) which dedicated to the 25 years Anniversary of Independence of the Republic of Kazakhstan,  was held in the Palace of Independence, Astana.  

The purpose of photo exhibition is to keep it as a chronicle for posterity of the most important events of the state, social and spiritual life that imprinted on our lenses for twenty-five years of independence of our country.

There are exposed 100 photographs from the leading photojournalists of Kazakhstan and the best photos that won the photo contest “Menin Elim -Kazakhstan” (“My Motherland is Kazakhstan”).

Event is organized by the Public Association “FOTOONER” (“Photo art”) with support of Akimat of Astana. General information partner was RTRC “Kazakhstan”.

The President of the State Nursultan Nazarbayev regime congratulated all citizens of Kazakhstan on the Independence Anniversary by online broadcasting regime. The Head of the State thanked those, who had contributed to the development of Kazakhstan and had read two letters received him 25 years apart.       He received it from our countryman, Gennady Zenchenko, citizen of Novonikolskyi village. In 1991 he wrote that even in the hour of need he believed in Nursultan Nazarbayev.

Nursultan Nazarbayev, the President of the Republic of Kazakhstan:

- Nowadays he is a Labour Hero; the letter has come in the beginning of this year. Dear Nursultan Abishevich, we are confident that you’ll make our country prosperous. I wrote you this phrase in my letter exactly 25 years ago when we were in the «hells» of the 1990’s. Today, in the 25 years of Independence, you have realized all our dreams and aspirations. Every one of us, Kazakhstan’s citizens, owe you. I am a farmer; this is my life, my work, my success, the prosperity of my family.

Nursultan Nazarbayev told us semi-global triumphs of country’s independence which were noted by world experts. First and the most important is the state that wasn’t on the map was built with the modern armed forces and law enforcement bodies. Second is that our country is a clear example of economic miracle by expert’s opinion.

Nursultan Nazarbayev, the President of the Republic of Kazakhstan:

- During the years of independence our economics has grown more than 20 times. From 1999 till 2016 our economics is constantly growing every year. 17 years from 25 we have a stable growth. According to expert, Kazakhstan and the next 10-20 years will be among country leaders of economics’ growth.

Third. Kazakhstan did not export anything in the 1990’s. Today 2,5 thousands of items are on sale to different countries. The fourth triumph is a confidence in our country by the richest companies of the world. From 1993 when the national currency – tenge appeared in Kazakhstan investors invested 256 billion dollars in the economics of our Republic. The fifth is a growth of the people’s well-being.. Working on it will be continued, promised the President.

Nursultan Nazarbayev, the President of the Republic of Kazakhstan:

- In commemoration of our celebration I am instructing the Government to raise a scale of pensions by 20 per cent to the level of 2016 in 2017.      Это raising will cover 2 million 200 thousand people of Kazakhstan. On 26 January, Mukhtar Kul-Mukhammed held a meeting of the nationwide coalition of democratic forces “Kazakhstan – 2050″ in the Independence Palace, Astana. It was related to the message from the President on issues of redistributing powers between the branches of government.   

Introducing the session, the First Deputy Head of the Party “Nur Otan” emphasized that the modernization of political system, promulgated by the leader of the Nation, is aimed at strengthening the statehood, optimal cooperation of all three branches of the Government and the greater responsibility of each one.

 «As international experience demonstrates, in the most successful states, to which we aspire, the great importance is attached to building a such system of cooperation of branches of the Government that would ensure the progress of our country in the best way», – added Mukhtar Kul-Mukhammed. He mentioned, however, that «an institute of the powerful presidency, an outstanding leadership of the First President N.A.Nazarbayev, backed by public support, has been provided achievements of Kazakhstan recognized by the world over the years of independence».              

The first Deputy Head of the Party “Nur Otan” thinks, that in these planned changes there was a powerful potential for the more coordinated work of the whole system of the public administration. This is significant in the context of an innovative economic development of our country. Empowering additional executive powers of the Government in the sphere of economy, strengthening its independence and responsibility was aimed on improving the efficiency of key state and government programs.

At the same time, strengthening control functions of the Parliament oversight of the Government would require the Government a qualitatively new level of current and strategic work, enhancing transparency and accountability of supreme legislative body, and through him to the citizens of Kazakhstan», – stressed Mukhtar Kul-Mukhammed.

In the framework of upcoming exhibition “EXPO-2017″ with the theme “Future Energy” “Joyful starts” Spartakiad was held among the employees of cultural organizations by Astana Culture Achieve and Documentation Administration at the “Zhastar” sport complex.

Eleven teams from the Independence Palace, the Palace of Peace and Harmony, the State Philharmonic Society of Astana, “Alzhir” museum, actors of the Russian Drama Theatre named after M. Gorky, “Zhastar” theatre, “Atameken – map of Kazakhstan” ethno memorial complex, fund of communal property of Astana city (city parks) and employees of the “Zhastar Palace” were competed for the title of the best team on the play ground.

The sport program consisted of various competitions, relay races and action-oriented games. The teams showed their sport and creative skills on the first round, and then the participants demonstrated dexterity, speed and strength in shuttle run competition, lifting16 kg. weights, rope pulling, volleyball and swimming.

The Spartakiad Chairman and Deputy Head of the Astana Culture Achieve and Documentation Administration Narima Mukhambetalina told that this Spartakiad was held for the first time in expanded format; it was significant and will be held annually.

“We wanted to show not only the importance of the healthy lifestyle and attract to the regular sport activities, but also to strengthen professional and cultural links between staffs of cultural organisations” – emphasized Narima Abylovna.

On the basis of competition the Spartakiad winners were awarded with diplomas, medals, cups and valuable prizes.

“Youth of the XXI century” team of the Independence Palace was awarded with diploma for participation and won the nomination “The Strongest”.

Republican Mental Olympics was held on February 17 in the Independence Palace, Astana.   Children from 6 to 16 have demonstrated their skills to work with numbers in a few seconds; they summed up and subtracted multiple numbers in mind and on special accounts (abacus).

On March 6 of this year the Charity fashion show of the young designers was held in the capital’s Independence Palace. At the end, 215 thousand tenge collected to help of Akbota Shakizhanova. The child is suffering from several diseases: congenital disorder of the central nervous system, Arnold Chiari of severe degree, meningoencephalitis.   

In the framework of this fashion show was presented the new brand of S&S collection. Core market of this trade-mark is modern girls who are successful in various spheres of life, always in a state of movement.

«Samruk-Kazyna» JSC invites investors and transnational corporations for cooperation.

«Samruk-Kazyna» JSC (hereinafter – the Fund) held an event for approximately 300 representatives of the diplomatic corps, large international companies, investors and bankers. During the event they presented a strategy of shifting from the asset administrator to the active portfolio investor role, interim results of the transformation program, privatization program as well as long-term projects in developing industries.

 - The opportunity to invest in «Samruk-Kazyna» JSC group of companies is unique, because the Fund brings together the largest enterprises of the country in various sectors, - CEO of the Fund Umirzak Shukeyev noted.

 – The Fund’s Transformation program is aimed to make these assets more attractive. Today Kazakhstan and «Samruk-Kazyna» are even more reliable option for investment than a few years ago. For example, over the past two years, Kazakhstan has climbed from 51st to 35th position among the economies by «ease of doing business» rating of the World Bank.

The Fund representatives told about the privatization program of «Samruk-Kazyna» for 2016-2020, which is being implemented in accordance with the decree of the President of Kazakhstan.

- At the moment the privatization program is in its active phase, - Director of Assets Privatization and Restructuring Department of «Samruk-Kazyna» JSC Dauren Tasmagambetov said.

–It is planned to realize 217 assets, which are divided into two lists. The first list includes 45 largest companies of a national scale. Some of them, such as «Kazatomprom» JSC and «Air Astana» JSC, are in the priority list of candidate companies for an IPO. The decision on the public offering depends on variety of factors: macroeconomic environment, capital market conditions, and company-specific conditions. We are at the very first stage in which we focus on selecting investment banks, and assess overall readiness for IPO.

During 2016 the Fund prepared 75% assets from the second list (172 small and medium-sized enterprises), agreed privatization methods with the State Commission and had started selling major assets. The implementation of major assets privatization is expected to be completed by the end of 2018.

During the event, there were presented promising projects implemented by «Samruk-Kazyna» JSC in developing industries.

ASTANA (TCA) — Contracts worth almost $1 billion were signed at a Kazakh-Uzbek business forum in Astana on March 23. The forum was held as part of Uzbekistan President Shavkat Mirziyoyev’s official visit to Kazakhstan, his first trip to Kazakhstan since he came to power last year.

During his talks with Kazakhstan President Nursultan Nazarbayev, Mirziyoyev said that Uzbekistan and Kazakhstan are close neighbors and time-tested partners, and the reinvigoration of ties at different levels are a confirmation of interest of both countries in enhancing the multi-faceted relations, the press service of the Uzbek president reported.

Nazarbayev said that in the last five months, trade between the two countries increased by 30 percent.

Following the Uzbekistan-Kazakhstan negotiations, 13 inter-state and intergovernmental documents were signed, including a Joint Declaration on further deepening strategic partnership and strengthening good neighborhood ties between Uzbekistan and Kazakhstan, the Strategy of economic cooperation for 2017-2019, and the Agreement on interregional cooperation.

At the Kazakh-Uzbek business forum, companies of the two countries signed 92 documents for a total amount of 840 million US dollars, the Atameken National Chamber of Entrepreneurs of Kazakhstan reported.

Opening the business forum, Atameken’s Deputy Chairman of the Board Nurzhan Altaev said, “We believe that this is the first step of a new stage in the formation of economic cooperation between Uzbekistan and Kazakhstan. In the previous stages of our cooperation, there was much competition between our countries. Now we understand that alongside us there are huge sales markets — the Russian Federation and the People’s Republic of China. Our two fraternal nations need to cooperate, to go out together to these markets. For example, the China market is very large, it is impossible for us to satisfy the demands of the Chinese market and meet these volumes in the food industry. Kazakhstani businesspeople won’t be able to do it on their own, we need to unite. We need the products that we can’t produce in Kazakhstan due to climatic conditions, due to the lack of this or that raw material, but it is present in Uzbekistan. Therefore, we can unite and promote all these goods to these markets. You know that Kazakhstan is in the same Union [Eurasian Economic Union – edit.] with Russia and this gives us great opportunities for export. Our Uzbek partners are ready to enter Kazakhstan, create joint ventures with our businessmen and to export these products to foreign markets.”

Documents signed at the business forum include, among others: Agreement on the organization of assembly production (SKD) of cars of JSC GM Uzbekistan; Memorandum of understanding on the supply and transit of crude oil; contracts for the supply of fresh and processed fruit and vegetables; and Memorandum of cooperation between Uzbekistan’s pharmaceutical State Joint Stock Concern Uzfarmsanoat and the Association of Pharmaceutical Cluster of Southern Kazakhstan.

Opening of the City Competition of Sdance Cup Series was held at the Palace of Independence, it’s aimed to develop children’s interest in sport dance. SDance Cup Competition is held 4 times a year (in every season) and brings together the best dancers at the age of 4 from Kazakhstan.  Spring Cup of Sdance had combined the dancers from 9 regions of Kazakhstan, that’s more than 2 000 dancers. The members of the jury were 22 professional juries of Sport Dance Federation of the Republic of Kazakhstan from10 regions.

April 25, 2017. Astana. Extended meeting of the Council of Assembly was held the day before XXV session of the Assembly of the people of Kazakhstan chaired by the State Secretary Gulshara Abdykalikova at the Palace of Independence. There were discussed actual issues of the Assembly during the meeting.
Head of the Metropolitan District of Kazakhstan, Metropolitan of Astana and Kazakhstan Alexander – member of the Council of the Assembly of the people of Kazakhstan participated in the meeting.
Those present included: Deputies of the Parliament of Kazakhstan, religious authorities of the country, Deputy Mayors, Heads of Secretariat of regional Assembly, representatives of Ministries and administrations, Republic and regional ethnic cultural associations, members of Scientific and Expert Council of the Assembly of the people of Kazakhstan and Mass media representatives.

On April 29, the Staff of the Palace of Independence SCE took part in the City Wide Clean up Day «Make the city clean».
There were conducted garbage disposal and solid municipal waste, white painting tree trunks and shrubs, as well as cutting down dead tree at a location nearby the Palace of Independence.
Staff members of the Palace of Independence encourage people be active and make every effort to cleanup and improve the features of hometown.
