Press-conference and chocolate master-class “Nikolya Chocolate Museum” dedicated to the grand opening of the chocolate exhibits of well-known chocolatier Nikolay Popov (Nikolya) was held in the press-center of the Palace of Independence on March 10, 2016.

Chocolate master-class was held under the guidance of well-known chocolatier Nikolay Popov (“Nikolya Chocolate Museum” project owner). The event was dedicated to the spring holiday and femininity and became a kind of sweet congratulation to all women living in Astana and guests of our capital. Participants of the master-class were chiefs of socially significant cultural departments of the capital (A.R.Umirshina, K.K.Aktaeva, N.A.Mukhanbetalina, K.Temirkhanova, G.M.Makhanbetzhanova), as well as pupils of social institutions of Astana and children from low-income families.

Participants of the master-class created with their own hands unique chocolate-marzipan cards. Participants took their created masterpieces with them as a gift. The master class was attended by 16 people.

Within the world tour, the opening ceremony of the exhibition “Nikolya Chocolate Museum” of well-known chocolatier Nikolay Popov (Nikolya) was held in the gallery of the Palace of Independence on March 17, 2016. 

In the exhibition “Nikolya Chocolate Museum”was presented about 300 chocolate exhibits of the highest quality – chocolate and marzipan sculptures, chocolate paintingsframed in chocolate baguettes, chocolate miniatures, installations and compositions with common weight more than 700 kg!

A series of chocolate works of art dedicated to the Republic of Kazakhstan and Astana city such as saukele, emblems of Shymkent, Almaty and Astana cities, pectoral, the “Golden Man”warrior elements, Kargalinskaya diadem and others were prepared by the famous chocolatier Nikolya special for the exhibition.

The exhibition was opened with a speech of A.R.Umirshina, Director of the Palace of Independence, then Lane Andrei Alexandrovich, the founder of the Chocolate Museum and Nikolay Popov, the author of the exhibition.

After the speech, according to the special tradition to broke chocolate sculpture, the pieces of which have been given to the guests so that they could enjoy and know the taste ofexhibits.

The exhibition was attended by Mr. V.Petkov, Ambassador of the Republic of Bulgaria, Mr. J.Sukhee, Ambassador of Mongolia, as well as representatives of the US Embassy.

Exhibition “I am drawing an Independent Kazakhstan” dedicated to the 25^th Anniversary of Independence of the Republic of Kazakhstan was held in the exhibition hall of the Palace of Independence on February 25, 2016.

Exhibition was opened with a speech of T.B.Zhaubasova, representative of  director of the exhibition department, G.M.Makhanbetzhanova, teacher of Painting and Sculpture  Department of the “Shabyt” KazNUA, member of Designers Union of RK, member of the Eurasian Designers Union, winner of the international exhibitions, A.Smagulova, expert on children’s rights, A.Yussupova, dean of the art Faculty.

59 works of young artists of Painting and Sculpture  Department of the “Shabyt” KazNUA in the age from 13 – 19 years old are exposed in the exhibition. Among them: А.Sametov “Zher Ana”, А.Nuserbekov “Kuryltay”, А.Kuatuly “Peace”, D. Mukanova “City landscape”, М. Alibay “Nature landscape”, N.Bazarbayev “Astana landscape” and А. Auyelbek “Composition”.

Exposed works dedicated to the various subjects as well as “Tauelsizdik – teberigim tiregim”, “Astana landscape”, “Zher Ana”, “Victory”, “Peace”, “Melodies of Kazakh steppes” and others.

The delegation from Penza Region of the Russian Federation headed by the Governor, Ivan Belozertsev that arrived with an official visit in Astana on March 28, 2016, visited the Palace of Independence. During the tour, they familiarized with the General Plan of Astana city. Through the night panorama of the model, they saw the night view of Astana. And also they noticed the grand pictures, which attract the landmark events of our history. All guests were delighted with this tour. The visit of our Palace by important persons is yet more proof that the Palace of Independence has pride of place among sights of our capital.

On April 23, 2016 the delegation headed by the Former President of the Islamic Republic of Afghanistan Hamid Karzai arrived in Astana to participate in the work of the XIII Eurasian Media Forum and visited one of the active functional cultural centers of our capital “The Palace of Independence”. Specially organized tour let us proudly present the General Plan of development of Astana city. The night view of the model plan, lightening the main and future facilities of the architectural complex of our city, drew the great attention of the guests.

The grand picture of Russian artist F. Bogdalov, where is painted the historic moment – the inauguration ceremony of the President of Republic of Kazakhstan aroused considerable interest among the guests.

The great opportunity to familiarized guests with the most remarkable esthetics of the best Kazakh traditional art was realized through the presentation author works of famous artist and jeweler Berik Alibayev and also a collection of vintage products of arts and crafts from his personal collection.

The tour left a lasting impression on the honorable guests and the result of delight was the warm wishes written by the Former President in the Book of Honorary Guests of the Palace of Independence. At the end, the crystal sample of our Palace was presented them by our administration as a sign of respect and gratitude for visit.

The grand opening of the International Biennale took place on July, 2 at 10:00 a.m. in the Palace of Independence, after which the exhibition opened with the works of the Biennale participants.

Only the artist’s canvas can tell so vividly and picturesquely about the realities of the time, its problems, sometimes disasters, or vice versa, about achievements. This led to establishing the first international biennale of artists in the capital. The main theme of this art festival was the 25th anniversary of Independence of the country and the forthcoming exhibition “EXPO-2017″. The best masters of the arts come from Kazakhstan and near and far abroad countries took part in it.

The closing ceremony of the International Biennale took place on July, 6 at 16:00 a.m. in the Palace of Independence, combined with a final exhibition of works of artists.

On the eve of the Miners’ Day a special excursion was organized for the disabled miners of Karaganda region.

On July 19, 2016 there was organized an excursion for disabled miners of Karaganda region in the Palace of Independence, which was informative and interesting.

During the excursion, guests got acquainted with the Congress hall, most of them entered the hall for the first time, the hall which witnessed a lot of historic events where were took fateful decisions, just more than a year ago, the President’s inauguration took place within these walls.

Three floors and dozens of rooms of non-repeating decor took the guests’ breath away. Furthermore guests viewed the works of well-known Kazakhstan artists (A. Duzelkhan, U. Zhubaniyazov, J.Kairambayev), which reflect the outstanding and historic events in our history.

Then our guests got acquainted with the Master plan of Astana city and at the sight of the model of the capital they got an unforgettable experience that will remain in their hearts for a long time. But the most entertaining part for the miners was to watch the movie “The legend of Baiterek” in the 4D cinema.

On July 26, 2016 there was organized an excursion for the participants of ceremonial meeting, dedicated to the 70-anniversary of the first Kazakh cosmonaut Tokhtar Aubakirov. Our cosmonaut is famous for opening space world to sovereign and independent Kazakhstan, having taken a flight on October 2, 1991.   Tokhtar Aubakirov is an honoured son of Kazakh people.

During the excursion our guests visited Congress-hall, where important state events are held, gallery of modern art, Master Plan of Astana city and they again felt the atmosphere of space by visiting 4D cinema and watching the short movie about «The legend of Baiterek».

We hope that those emotions and unforgettable impressions from our Palace will remain in the hearts of the distinguished guests.

On September 22, 2016 in the Palace of Independence were held the conference on the theme:«Current issues of taxation: new custom service, electronic invoice, general tax returns and cash registers». 

Kuandyk Bishimbaev, Minister of National economy of the Republic of Kazakhstan and Daulet Ergozhin, the Chairman of the State Revenue Committee of the Ministry of Finance of the Republic of Kazakhstan, representatives of departments of the State Revenue Committee from Astana, Almaty and regions, also another public authorities, leading audit, judicial and consulting companies, participants of external economic activity, business representatives have participated in the conference. It all, the conference was attended by more than 1200 people.

Organizers were Association of taxpayers of Kazakhstan and National association of tax and custom consultants together with the State Revenue Committee of the Ministry of Finance of the Republic of Kazakhstan and Department of state revenue for Astana city.

In the frameworks of the conference there were organized stand for consultations (exhibition of services) on the issues of the conference with participations of SRC of MF RK, developer-companies of Information system (IS) E-invoices and cash registers, leading consulting companies, etc. With the assistance of the consultants the participants can get the advice on the issues of general declaring; familiarize with the operating rules of IS of E-invoice, learn to bill and send E-invoices.

The participants from the 70 countries of the world who represent all continents have assembled in the conference. Conference participants included prominent politicians, scientists, parliamentarians and representatives from inter-parliamentary organizations. Among them are Head of the UN Regional Centre for preventive diplomacy for Central Asia Miroslav Jenca, Chairwoman of the Council of the Federationof Federal Assembly of the Russia Federation Valentina Matviyenko, Foreign Minister of Germany Guido Westerwelle, member of the Congress of the USA Eni Faleomavaega, Chairman of the Middle Powers InitiativeDouglas Roche.   

In his presentation the President of Kazakhstan recalled that the International day against the nuclear tests is observed for third time worldwide. It was established by the UN on the initiative of Kazakhstan, the first in the history which have closed the nuclear testing ground on its territory.

— This historic act that was accomplished exactly 21 years ago by the will of the people of our country has the civilization-state importance. It was for Kazakhstan a decisive step to its sovereignty and Independence. The nuclear weapons and radiation were not being distant theory for the people of Kazakhstan. It was terrible, unrelenting evil which had been tormenting our land more than four decades. Almost 500nuclear tests of military of the so-called “peaceful purposes” were carried out in the atmosphere, above and underground on the test site. This is a part of all nuclear tests, which was carried out in the world during the existence of nuclear weapons. From day today the radiation had poisoned the steppes, rivers and lakes, destroying all around. The Nuclear Moloch damaged destinies and hampered health more than one and a half million of people who lived near the test site. The consequences of nuclear tests are still being felt to this day,” Nursultan Nazarbayev said.   

The President is also emphasized that the closure of Semipalatinsk testing ground launched a new stage of global process of nuclear disarmament and non-proliferation. Thus, sixteen years ago, by the UN resolution the Comprehensive Nuclear –Test–Ban Treaty was opened for signature. Kazakhstan was one of the earliest to have signed it. At the same time, Nursultan Nazarbayev pointed out that nowadays a slow-down in dynamics of global nuclear safety the strengthening process is being observed.

- We have not achieved the universality of non-proliferation regime of the nuclear weapon. There are “new” nuclear and some “threshold” countries that are still not included in the treaty.

The Prague Treaty between the USA and Russia that was signed two years ago renewed the reduction’s process of strategic offensive weapons. However, this did not become an example for other nuclear-weapon states. The comprehensive Nuclear –Test–Ban Treaty can’t come into force. Signatures of a few “threshold” group countries are needed for it to become operative. The issue of global monitoring of the development of national nuclear power programs has not been regulated. Last year’s accident at the Fukushima nuclear power station clearly identified for the whole world the problem of technology gap in providing safety at the facilities of peaceful atom,” the President of Kazakhstan said. 

The President also emphasized that the XXI century is impossible without nuclear power.

-The solution of problems of poverty, unemployment, and lack of food is related to the implementation of projects of peaceful nuclear energy, of course, under the patronage of the UN and the IAEA. That is why our idea of nuclear-weapon free world has nothing to do with radio-phobia or utopian desire to ever “forget” the secret of energy fission. The nuclear-free world is a complete ban on the military use of nuclear energy. This is the essence of my proposal on the development and adoption of the Universal declaration of the nuclear-weapon free world.  I was and remain to be a consistent supporter of this idea,” the President noted. 

Besides, the Head of the state also pointed out that the acquisition of freedom from the fear of the nuclear self-destruction should be the important initiative of the G-GLOBAL forum that was established by Kazakhstan. Particularly, it is necessary to make a step-by-step plan of comprehensive arms reduction with participation of all nuclear states that was drawn up and adopted by the UN. It is important to achieve the entry into force of the nuclear test ban treaty.It is necessary to develop mechanisms of states’ promotion that had refused their military nuclear programs. 

The President is also noted that the nuclear-free world is our common goal towards which the humanity should aspire. 

-For this purpose, today Kazakhstan is launching its international project “ATOM”. The name of the project ATOM is an acronym formed from the first four letters in the English languages reads as «Abolish Testing. Our Mission». As the part of the project anyone in the world who is against the nuclear weapons can sign an online-petition addressing the world’s governments to call for a complete ban of nuclear tests and to procure a faster adoption of the Comprehensive Nuclear Test Ban Treaty. I call the participants of the conference and all the people to support the project “ATOM” and make the building of the nuclear weapon free world our important goal,” Nursultan Nazarbayev said.

In conclusion, the president of Kazakhstan called upon the active participation in interactive discussion under the G-GLOBAL platform.

Within the framework of this format millions of users have a dialogue on a wide range of issues on formation in the XXI century a new, fair world-order, where an important element will be a nuclear-free world.

The second day of the Congress would not be less eventful. General meeting of members of the Library Assembly of Eurasia (LAE) would be held in the National academic library of the Republic of Kazakhstan and it will consist of 5 sections: «Spirituality and value system: children, books, humane pedagogy», «National e-libraries and the world informational space», «Bibliography: the current status and development trends», «Rare and valuable book funds as the base of background of the preservation of historical», «Modern librarian: looking towards the future of the profession».  Master-class for the librarians, the blind and deaf people, and the open lection «Republican action «One country – one book» will also be held on this event. Books of 2016 – the art works of Dulat Babataiuly, public lection «Khakim Abay danalygy» (lector – Zhabal Shoyinbet, scholar-abaeved, the head of the Scientific Research Institute of «Abay» of the Kazakh National Pedagogical University named for Abay), presentation of the books, which released by the Scientific Research Institute of «Abay» and portal «Byzdin Abay» of East Kazakhstan Regional library named for A.S. Pushkin.

Reviewing of the works of the Congress, the adoption of resolution, awarding the certificates will be held at 17.00 p.m.

The International Congress of Librarians is essential in the consolidation of cultural, scientific and educational links between libraries, and also became an important stage in professional development.

Materials and articles from the Congress would be published in an informational and analytic, a scientific-cognitive Kazakh journal«Library Bulletin» and in Russian journals.

The opening ceremony of thematic exhibition «Judicial power in the Republic of Kazakhstan: history and modernity» was held today in Astana. This exhibition was organized by the Supreme Court. The exposition is dedicated to the 25th Anniversary of Independence and the forthcoming VІІCongress of Judges of the Republic of Kazakhstan.

The Supreme Court Chairman Kairat Mami, the chairpersons of the College and Judges of the higher judiciary of the country, and also the Court of Astana city and the Military Court took part in the festive opening of the event. Moreover, the leadership of the Union of Courts, universities, public authorities, the National Museum, retired persons of judicial system, representatives of the Club of main editors, media and international organizations participated on the event.

Greeting the guests, K. Mami emphasized that the purpose of this exhibition is to give information how the formation of justice system and values of legal state occurred on the territory of the republic in ancient world, the Soviet power and during the post-independence period. It’s aimed at popularization of historical heritage and patriotic education of young generation.

The exposition consists of three main parts, such as: «Customary law and judicial power in Kazakhstan in ancient time, Middle ages and pre-revolutionary period», «Judicial and Legal system in a new historical period of Kazakhstan» and «Formation and development of judicial system during the post-independence period of the  Republic of Kazakhstan».

Exhibits, documents, photographs and video materials submitted by funds of National archive, the Central state archive, archive of the President and the Library of the First President. And also there are exposed materials of the Museum of the Supreme Court.

On the exhibition there are presented a model of chapan (coat of over clothes) of Kazakh bi and his lapel badge, materials which are going back to the time of formation of the Kazakh khanate, when along with an establishment of the state power also formed a legislative base of the bi Court. The original Constitution of Kazakhstan 1993 and copies of laws on the work of justice issues which signed by the President of country were exposed here. Special attention was paid to the development of judicial power in the post-independence period – holding the Congress of Judges, implementation of the «Plan of the Nation», adoption of e-justice, international efforts of the Supreme Court and many others. At all about 210 photographs and 50 exhibits are presented here.

The exhibition is available for everyone. It will expose in the Palace of Independence until October7- the day of holding the VII Congress of Judges of the Republic of Kazakhstan. It’s expected that it’ll be visited by professional-teaching staff and students of universities, high school students, representatives of NGO and youth organizations.

We are deeply saddened to hear about the death of our colleague, deputy of  the director for creative, museum and art issues  of the “Palace of Independence” SCE, the candidate of historical sciences, Sanakulova Bibinur Canymbayevna. 

 Thanks to her professional competence the work of the Palace of Independence was a tremendous success as confirmed by numerous awards and certificates – grateful letters from the President of the Republic of Kazakhstan   N.A. Nazarbayev, medal for the contribution to museum development on behalf of ICOM National committee, anniversary medal “20 years of Independence of the Republic of Kazakhstan-2011″, certificate of honour for the lasting personal contribution to the museum development.

On behalf of the whole staff, we extend deepest condolences to the relatives and friends of Bibinur Canymbayevna. She was such a kind, gentle soul who won the respect and love of all.

SPE’s Caspian Technical Conference and Exhibition was held on 1-3 November in Astana’s Palace of Independence.

This year’s theme was “Challenges and Changes” and provided three Panel Sessions that was focused on the boosting technological advancements and developments in the region.

Alongside the keynote sessions a technical program composed of twenty sessions where variety of topics was considered. The common theme to all these presentations based on research investigations was the issue: how cutting edge tools, technology and techniques were being applied in the Caspian in response to current cost pressures.

Over 350 industry professionals and hear speakers drawn from the highest echelons of government, operators, service providers, advisory firms, and energy research companies took part in the conference.

The delegates had used the opportunity to take part in B2B events where they could to share their knowledge and expertise with their colleagues, to set a new and strengthen already existing relationships.

The most spectacular event of the year for the Young Creators – International Festival “Shabyt- 2016” announces about the start of its work. An important evets for participants in nomination “Fine Art” will be held on 4-8 November in Zhastar Saraiy (Palace of Youth).       

The International Festival “Shabyt-2016” will be held in the 19^th time. 

This meeting is one of the significant events in the Art’s world. 192 painters have already applied to become the part of festival in the nomination “Fine Art”.   

The elimination round will be conducted on 3-5 November in Zhastar Saraiy chaired by authoritative jury with members of famous artists and art critics.  

The best works that selected the elimination round will be exposing in nomination “Fine Art”. The Festival gives a significant opportunity for youngest artists to develop their talents and to present themselves.       

Awarding ceremony will be held on 8 November in the Palace of Peace and Reconciliation. There will be presented diplomas of 1, 2, 3 degrees, the Grand-Prix and the nominal premium of the XIX International Festival “Shabyt -2016”.

On 17 October 2016 an opening ceremony of a photo exhibition on “Non-material heritage of the Kazakh” were held in the “Palace of Independence” GCE. This exhibition was dedicated to the 25^th Anniversary of Independence of the Republic of Kazakhstan.

The photo collection of the “Palace of Independence” GCE has been presented as the heart of the exhibition.

There were exposed 25 photos of meeting of 2008- 2011 that were held within the walls of the Palace of Independence, such as SCO, OSCE, the World Economic Forum, the International Planer of the Artists – 2011 and etc. 

The authors are: Sh. Shakhai, A. Pavskyi, V.V. Fedyunin, M.T. Kholdorbekov, A. Ismagulov.

A charity meeting was held in the Gallery of the “Palace of Independence” GCE on 13 October 2016. It was dedicated to the opening ceremony of the Center of Equal Opportunities in Astana.

The main purpose is to teach, employ and give a support and help for socialization of mothers of disabled children and adults with disabilities.

The meeting consisted of the project presentation, performance with participation of professional actors, buffet, and fashion show with the model agency “Andres” and “Arystan Aspany” (СП?), and Rakhima Mukusheva, exhibition and charity fair of goods from (СП?).

We are for the equal opportunities for all of the citizens of Kazakhstan!

The charity event “The Silk Way – 2016” was held in the Gallery of the “Palace of Independence” on 10 October 2016. It was dedicated to the 25^th Anniversary of Independence of the Republic of Kazakhstan. The charity event was organized by Department of Culture, archives and documentation of Astana city, the “Palace of Independence” GCE and “Mangiliktin oneri” (“The art of eternity”) the Republican Public Culture Foundation.        

The purpose of this event was to familiarize disabled children, children from large or low-income families, orphans with cultural life and taking the part in this exhibition to discover their creative abilities by developing talent. 

Under the “Silk way -2016” participants were given gratitude letters and gifts from sponsors of PF “Mangiliktin oneri”. 

The talent youth – is a future of our country. Create the conditions for their creative development and realization – a problem of society.

The honorable guests of this event were: Mininstry of Culture and Sport of the Republic of Kazakhstan, Akimat of Astana city, Nazarbaev Center, Department of Culture, archives and documentation of Astana city, Union of Artists of the Republic of Kazakhstan, Management of development of languages of Astana city, the National Museum of the Republic of Kazakhstan, the Museum of the first president of the Republic of Kazakhstan, the Palace of Schoolchildren and etc.
