The conference involved participation of members of the Government, chairmen and deputies of the Houses of Parliament, chairman and members of the Constitutional Council, delegations of international organizations, as well as the heads of the constitutional control, courts, prosecutors office and human rights institutions from 28 countries, well-known foreign and local legalist-scholars, political scientists and experts.
President of Kazakhstan noted in his welcoming speech to the participants of the conference that on August 30, 1995 the only right way has been chosen at the referendum on the Constitution.
- If our approach to state-building involved hasty, politically abstract schemes, we would definitely have suffered a failure. And the price of that failure would have been catastrophic. In the experience of many newly independent countries, which is very sad sometimes, we know that the construction of the state is an extremely responsible, complicated, time-consuming and painful process. State-building cannot be done on the basis of a strict timetable and utopian plans. Sustainable stability cannot exist without economic progress and well-being of people. And without the stability, the country would have zero chances for successful changes, – said the Head of State.
Nursultan Nazarbayev stressed out that our country, following the Constitution, has overcome a long way in just two decades.
- Today, Kazakhstan is a respected and dignified nation in the world. It is the concrete implementation of all the provisions and principles of our Basic Law. The state and social system is effective only if it is able to change for the better. Our Basic Law has all the legal tools for the successful development and self-renewal of the nation. We have set a global target – to make Kazakhstan one of the 30 most developed countries of the world by mid-century on the basis of the developed strategic program until 2050, – said the President of Kazakhstan.
In addition, the Head of State wished successful and fruitful work to all participants.
During the event, the Vice-President of the Venice Commission of the Council of Europe, Ye.Tanchev, the Chairman of the Court of the Eurasian Economic Union, A. Fedortsov, Chairman of the Constitutional Court of the Republic of Armenia, Chairman of the Conference of Constitutional Control Organs of the New Democracies, G. Arutyunyan, also made their speeches.
The conference participants expressed their appreciation for Kazakhstan’s experience of constitutional evelopment, noted the special role of Nursultan Nazarbayev in Kazakhstan’s constitutional development.
Foreign guests noted Kazakhstan’s achievements in maintaining political stability, ensuring interethnic and interreligious harmony and stability and consistency of the process of democratization and liberalization. The organizers of the Anniversary Forum was the Constitutional Council of the Republic of Kazakhstan, European Commission for Democracy through Law of the Council of Europe (the Venice Commission), Secretariat of Assembly of
people of Kazakhstan, National Center for Human Rights, Supreme Court, General Prosecutor Office, Ministry of Justice, Akimat of Astana, Eurasian National University named after L. Gumilev, Kazakh Humanities and Law University where took part representatives of 28 countries.
